Enterra Solutions’ John Phillips Named Recipient of Defense Acquisition University’s Prestigious Acker Award

Senior Thought Leader and Strategic Advisor John Phillips cited for a lifetime of expertise and excellence in America’s defense acquisition workforce

RESTON, Va. (April 13, 2010) – Enterra Solutions, LLC, a leading integrated global management consulting and technology services firm, is proud to announce that its Senior Vice President, Major General John F. Phillips, USAF (retired), Former Deputy Under Secretary of Defense (Logistics), will be awarded the 2010 Defense Acquisition University’s esteemed David D. Acker “Skill in Communication” Award.

Presented annually in memory of former Defense Systems Management College Professor David Acker, the honor is bestowed to an individual who, through words and deeds, has demonstrated proven acquisition management excellence to the acquisition workforce. The Acker Award is synonymous with the highest standards of the Department of Defense’s acquisition community and is recognized as the most prestigious accolade of the Defense Acquisition University. The award will be presented at the DAU’s 22nd Annual Acquisition Symposium on April 13, 2010. Past recipients include Daniel P. Burnham, Chairman and Chief Executive Officer of Raytheon (2003) and Norman R. Augustine, Chairman and CEO of Lockheed Martin (1997).

Among the many highlights of his public career, the Acker Award cites Phillips’ innovation and achievement in:

KC-10 Program Management: The KC-10 tanker aircraft was the first commercial derivative plane that conformed to commercial and FAA specifications for maintenance and operations when Phillips was appointed manager in 1982. Leading an integrated workforce of military and commercial maintenance technicians, his team set and exceeded operations readiness standards in all areas. Nearly 30 years later, the KC-10 program continues to be ranked the highest in operational readiness among weapons systems.

Hybrid Cars: As Commander of McClellan AFB from 1993 – 96, Phillips was a pioneer in dual use technology, transforming the installation to a leader among its peers. Using military technology for commercial application, McClellan scientists and engineers partnered with GM, Ford, and Chrysler to build hybrid vehicles. Prototypes were in everyday operation across the base, and then-President Bill Clinton “commandeered” a vehicle for a test drive during one of his visits.

Total Life Cycle Cost Reduction: As DSUD (Logistics), Phillips established the Defense Microelectronic Activity (DMEA) to reverse engineer obsolete microelectronic parts, significantly reducing expenditures in weapons systems’ operations and support cycles (which accounts for 60% of overall cost). The DMEA continues to be a major source for obsolete parts today.

Phillips also led the movement to invest in automated identification technology across the Services to provide oversight on parts from the factory to the foxhole, significantly improving inventory accuracy and weapon system support. His program continues today with marked success.
